The Anti-corruption and Transparency Service, created into the Department for Public Administration, is a role whose origins lied in High Commissioner's Office, that was born in those international obligations arising as a result of Italy's membership of the OECD and the United Nations.

In particular, the OECD recommended the introduction of law no.3/2003 that set up the High Commissioner's Office, while the UN was the promoter of a Convention against corruption that was signed by Italy at Merida in Mexico in December 2003. The convention required the signatory nations to develop an anti-corruption strategy and to set up appropriate bodies to handle it.
