Busia (Anac): "Italy must support the European anti-corruption directive"
“The proposal for a European directive on the fight against corruption must become an essential part of the European legislature that has just concluded and a characterizing element of the work of the next European Commission. It is in Italy's national interest to strengthen this instrument, in particular on the prevention side, also because our country is at the forefront in this regard by having an independent anti-corruption authority like Anac, in fact the model that the European Union has taken for reference".
This is what the President of the Anti-Corruption Authority Giuseppe Busia declared on the eve of the International Conference which will be held today 10 October 2024 in Rome, at the Teatro di Adriano in Piazza di Pietra, in the presence of important European representatives of governments, institutions and the academic world and civil society.
Today's conference can be followed from 9am via streaming from the Anac YouTube channel.
At the heart of the discussion, promoted by the European Network for Public Ethics (ENPE), whose establishment was encouraged in recent years by Anac together with its sister authorities, will be the European directive and the new perspectives in preventing corruption.
The measures put forward by the EU Commission, on which both Parliament and the European Council have already expressed their opinions, will be at the center of the final negotiations from the end of October, through the so-called trilogue with the European Commission itself.
“Our country has an interest in supporting the European anti-corruption directive – adds the President of Anac – because it strengthens Europe's regulatory leadership at an international level, guaranteeing greater attraction to foreign investments and more competitiveness. Italy, in this case, can be proud that the contents of the directive have essentially already been implemented, and should ask for its further strengthening, for example by requesting the establishment in each country of a single European transparency platform on the model of the which the Anac is preparing in Italy”.
“Corruption – states President Busia – causes enormous damage to the economy of Europe and the individual member states. Fighting it adequately is worth more than an economic maneuver. Furthermore, it undermines social cohesion and trust in institutions. It is therefore convenient for Italy and Europe to adopt the directive, an instrument that strengthens prevention, broadening the scope of action with respect to the individual State and extending it to the whole of Europe. Corruption, in fact, has no national borders."
The International Conference underway today will focus precisely on the need to quickly approve the directive, with ambitious horizons.
“Italy – adds President Busìa – will have to play a proactive role in this decisive phase towards approval, proposing for example to integrate digital platforms at a national and European level. This work is closely linked to the creation of the European database of public contracts, to encourage the creation of a true single procurement market, on which our Authority is already working also through participation in a further European project together with the counterpart authorities of some member states, with the prospect of giving new opportunities for growth and development also to our small and medium-sized enterprises. Finally, it is necessary to strengthen the independence of the Anti-Corruption Authorities at a European level and promote best practices at an international level, as Anac has been doing for some time."
