President of the National Authority of Anti-corruption - ANAC

Curriculum Vitae

Term of office: 6 years (art. 13 of legislative decree n. 150/2009) from the nomination by the Presidential Decree of the 11 of September 2020.

The President represents the Authority in national and international contexts; convenes the Board’s meetings, decides the agenda, directs its works; assigns to one or more member of the board, also jointly, the treatment and/or the deepening of specific problems and/or critical aspects; supervises on the right implementation by the Secretary General of guidelines and decisions adopted by the Board; signs and arranges the publication of the Authority’s acts; exercises every other featured functions by the law and by the regulation. 

Presidential special powers

The President of ANAC can exercise some monocratic special powers.

In order to protect the fairness of public works and to guaranteeing legality without compromising the implementation timetable, when the judicial authority prosecutes certain crimes against the public administration, that is, in presence of detected anomalous situations and nevertheless symptomatic of illegal conducts or criminal events attributable to a company awarded a contract for the construction of public works, services or supplies, the President of ANAC proposes to the competent Prefect, either:

• to order the renewal of the corporate bodies by replacing the person involved and, if the company does not abide by the terms established, to provide for the extraordinary and temporary management of the contractor only for the full implementation of the contract covered by the criminal proceedings;
• to engage in the extraordinary and temporary management of the contracting company limited to the complete execution of the contract subject to criminal proceedings.
• to adopt the adoption of support and monitoring measures for the company through the appointment of one or more experts

When the contract concerns events or situations of particular relevance, the President shall be assigned tasks of high surveillance and guarantee of transparency. The practice concerns prior verification of legality of acts in order to prevent the risk of criminal infiltration. The OECD has recognized that method as a best practice and it has suggested its adoption at international level. Among others, the President of ANAC has been delegated tasks of high surveillance of works concerning Expo 2015 and the Extraordinary Jubilee of Mercy, the procedures of civil reconstruction of areas affected by earthquakes in the Central part of Italy in 2016 and 2017; the Universiadi 2019 of Naples, the project and the realization of the Italian pavilion at Expo Dubai 2020.
