Italy and China sign Anac Memorandum of Cooperation
Busia: “Corruption prevention strengthened”
Following an invitation from Fu Kui, Vice-President of the National Supervision Commission (NSC) of the People's Republic of China, Giuseppe Busia, President of the National Anti-Corruption Authority (Anac), visited China officially from 13 to 17 July 2025.
This followed the bilateral meeting held in Rome on 31 October 2024 between Anac and the NCS, during which the prospects of future collaboration were discussed, including the potential signing of a Memorandum of Understanding.
At the end of the significant meeting with Vice-President Fu Kui, the Memorandum of Cooperation between Anac and NCS was signed in the presence of the Italian Ambassador to China.
“It is essential to consolidate relations in the field of corruption prevention with an important partner such as China, which actively participates in anti-corruption work within the framework of the UN Convention against Corruption and the G20”, said Anac President Giuseppe Busia.
‘In particular, the G20 Anti-Corruption Group, in which Anac participates in collaboration with the Ministry of Foreign Affairs, will have to approve important documents on whistleblowing and the involvement of civil society in the fight against corruption, as well as on the reuse of assets confiscated from criminals by the end of the year”.
“Thanks to the signing of the protocol”, added President Busìa, “it will be possible to share practices and experiences, especially in the field of digitalisation. Chinese institutions have reached a particularly advanced level in this area and we will be able to apply their methods to institutions linked to the prevention of corruption, combining transparency and administrative efficiency”.
The visit began in Chengdu, where President Busia met with leaders of the Regional Supervisory Commission and representatives of local institutions involved in implementing anti-corruption policies.
The agreement establishes a framework for bilateral cooperation, with the aim of strengthening anti-corruption policies and promoting an operational partnership based on the principles of fairness, justice, inclusion, and mutual consent. Areas of collaboration include exchanging best practices, holding joint capacity-building activities such as seminars, conferences and training courses, identifying and mitigating corruption risks, and sharing knowledge on investigations and administrative inquiries.
During the Italian mission to China, two important institutional meetings were held.
The first was a face-to-face meeting between President Busia and the Minister of Justice, Rong HE, during which they discussed their respective anti-corruption systems, emphasising the importance of a holistic, integrated approach combining repressive measures with preventive, cultural and systemic interventions.
The second was with the Deputy Prosecutor General of the Supreme People's Procuratorate, Ge Xiaoyan. The role of prosecutors in the fight against corruption, and the value of inter-institutional cooperation between judicial and administrative authorities, were discussed in depth. The aim was to effectively combine criminal and administrative instruments to protect integrity in the public sector.
The entire visit was organised with the invaluable collaboration of the Italian Embassy in Beijing, which played a key role in ensuring the success of the mission.
