IT System for Drafting the Corruption Risk and Transparency Section of the PIAO, funded by the National Program "Security for Legality" 2021-2027

Purpose

With the IT system for drafting the Corruption Risk and Transparency section of the PIAO (Integrated Plan of Activities and Organization), ANAC aims to provide a tool to simplify and facilitate the drafting and compilation of this section by entities, ensuring uniformity in their approaches and improving the monitoring of the adequacy of measures to counteract corruption phenomena.

Target Audience

The platform is designed for municipalities with a population of fewer than 5,000 inhabi-tants located in the regions of Basilicata, Calabria, Campania, Puglia, and Sicily.
Access is reserved for the Responsible Officers for the Prevention of Corruption and Transparency (RPCT).

Instructions

To access the service, it is necessary to:

  • Ensure that the municipality for which the RPCT role is performed has a population of fewer than 5,000 inhabitants and is located in one of the regions: Basilicata, Calabria, Campania, Puglia, or Sicily;

  • Be already registered or register for the Authority's services in the "User Registration and Profiling" section by following the registration functionality instructions;

  • Once registered, request the RPCT profile and proceed with its activation by the Municipality/Administration. The operational procedures are described in the User Manual for user registration and profiling;

  • In the case of a new registration, after approximately two days from profile validation, check the registration status in the list published at the URL: https://dati.anticorruzione.it/#/rpct;

  • Access the service.

The Project and Funding

This service has been developed as part of the Project for the drafting and transmission of the Three-Year Plan for the Prevention of Corruption and Transparency (PTPCT) and the Corruption Risk and Transparency Section of the Integrated Plan of Activities and Organization (PIAO), carried out by ANAC and funded under the "National Program Security for Legality 2021-2027".

Objectives of the New Technology Platform

  • Guide RPCTs and their assistants in defining the entity’s prevention strategy;

  • Support administrations that likely lack sufficient human and financial resources to implement the prevention system;

  • Raise awareness among entities on anti-corruption and transparency issues;

  • Collect data and information on the level of implementation and effectiveness of planning.

The project has achieved its first milestone, consisting of the digitization of the prevention strategy planning process for municipalities with a population of fewer than 5,000 inhabitants in the regions of Basilicata, Calabria, Campania, Puglia, and Sicily.
This result was also made possible thanks to the contribution of 70 pilot municipalities, which participated in a testing phase, providing valuable feedback and suggestions to improve the system.

Duration and Funding Amount

  • Total funding amount: €1,018,700.00 (VAT included)

  • Duration: 29 months, from October 2023 to March 2026
