ANAC’s mission to Moldova: “Efficiency and Integrity in Public Procurement”
A two-day workshop in Chișinău, supported by the EU Commission’s TAIEX Instrument and in cooperation with the Moldovan Ministry of Finance and Public Procurement Agency
A two-day mission for ANAC in Moldova dedicated to increasing efficiency and integrity in the public procurement system.
On 18 and 19 September 2025, the ‘TAIEX Workshop on improved efficiency of the public procurement system’ was held with the support of the European Commission’s TAIEX (Technical Assistance and Information Exchange Instrument) and in cooperation with the Moldovan Ministry of Finance and Public Procurement Agency.
Filippo Romano, the Secretary General of the National Anti-Corruption Authority, and Adriano De Leverano, an official from the ANAC Office for the Qualification of Contracting Authorities, were speakers at the workshop.
Taking place in Chișinău, the event brought together public authority representatives and procurement experts, providing a platform for exchanging best practices and innovative solutions for developing the procurement system. This aligns with TAIEX's mission of offering technical assistance to public administrations in countries applying for EU membership, potential candidates, partner countries, and those covered by the European Neighbourhood Policy.
TAIEX accomplishes this through expert missions, workshops, and study visits, thereby contributing to institutional modernisation, transparency, and good governance.
The ANAC experts’mission aimed to support the Republic of Moldova in improving the efficiency and integrity of its public procurement system, focusing particularly on monitoring and preventing corruption, digitisation, using modern procurement tools, ensuring fair competition and managing concessions and partnerships in accordance with European Union standards.
During the two-day conference in the Moldovan capital, Romano and De Leverano presented Italy's experience of using modern tools to prevent corruption, digitise procedures and apply innovative solutions in the public procurement sector.
The discussions focused particularly on optimising processes in key sectors such as energy, water, transport and infrastructure, as well as on the use of framework agreements and competitive dialogue. Other topics included the application of artificial intelligence for monitoring projects financed with European funds, strengthening public contract management and execution capacities, and the qualification of contracting authorities. Particular attention was also paid to analysing corruption risks and identifying vulnerable sectors, including health, education, urban planning and infrastructure.
Participants discussed how data and algorithms could be used to detect systemic risks and how national risk maps could be applied to strengthen fair competition and ensure transparency in procurement procedures.
The workshop concluded with the formulation of joint conclusions on the steps needed to modernise and align the Republic of Moldova's public procurement system with EU standards. These conclusions highlighted the importance of digitalisation, transparency and international cooperation in consolidating good governance and public trust.
