Assemblea della rete europea delle Autorità a tutela dei whistleblower 23 e 24 marzo a Roma
Giovedì 23 e venerdì 24 marzo 2023, l’Autorità Nazionale Anticorruzione (Anac) ospiterà a Roma presso la sede di Palazzo Sciarra l’ottava assemblea del Network of European Integrity and Whistleblowing Authorities (NEIWA). La rete è costituita dalle autorità europee che mirano a promuovere e salvaguardare l'integrità pubblica nei rispettivi paesi e sono responsabili della gestione di segnalazioni provenienti da whistleblower e della protezione degli stessi da comportamenti ritorsivi. Il meeting sarà l’occasione per approvare la costituzione della rete ed eleggere la sua governance.
La rete NEIWA è stata costituita il 28 maggio 2019 all’Aia. Attualmente è composta da ventinove autorità specializzate che rappresentano ventitre Stati membri (Belgio, Bulgaria, Croazia, Repubblica Ceca, Danimarca, Estonia, Finlandia, Francia, Germania, Grecia, Ungheria, Irlanda, Italia, Lettonia, Lituania, Olanda, Romania, Slovenia, Slovacchia, Spagna, Svezia, Montenegro, Irlanda) e continua a lavorare per l'adesione del resto degli Stati dell'Unione europea, compresi altri paesi al di fuori dell'Unione europea. I membri del network sono le "autorità competenti", così come indicate nella direttiva Ue 2019/1937 sulla tutela dei whistleblower recepita definitivamente dall’Italia il 9 marzo scorso, ossia le “autorità statali che promuovono e/o tutelano l'integrità nel proprio Stato, (al minimo) gestendo e indagando le segnalazioni presentate all'esterno e/o consigliando e proteggendo i segnalanti".
A introdurre la prima giornata sarà Laura Valli, componente del Consiglio Anac. A seguire l’intervento del presidente Anac, Giuseppe Busia. Quindi verrà discussa e approvata la costituzione del Network ed eletta la governance. Il pomeriggio sarà dedicato alla tavola rotonda sul tema “A che punto siamo con l’attuazione della direttiva?”. Attualmente la direttiva è stata recepita da 18 paesi su 27, gli altri sono in ritardo e uno, l’Ungheria, non ha neanche iniziato l’iter. Nella giornata del 24 marzo sarà approvata la dichiarazione di Roma.
Assembly of the European network of authorities for the protection of whistleblowers on 23 and 24 March in Rome
Tomorrow 23 March and the day after 24 March 2023, the National Anti-Corruption Authority (ANAC) will host the eighth assembly of the Network of European Integrity and Whistleblowing Authorities (NEIWA) in Rome at the Palazzo Sciarra headquarters.
The network is made up of European authorities who aim to promote and safeguard public integrity in their respective countries and are responsible for managing reports from whistleblowers and protecting them from retaliatory behaviour. The meeting will be an opportunity to approve the establishment of the network and elect its governance.
The NEIWA network was established on May 28, 2019 in The Hague. It currently consists of twenty-nine specialized authorities representing twenty-three Member States (Belgium, Bulgaria, Croatia, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Holland, Romania, Slovenia, Slovakia, Spain, Sweden, Montenegro, Ireland) and continues to work towards the accession of the rest of the states of the European Union, including other countries outside the European Union.
The members of the network are the "competent authorities", as indicated in the EU directive 2019/1937 on the protection of whistleblowers definitively transposed by Italy on 9 March, i.e. the "state authorities that promote and/or protect the integrity State, (at a minimum) managing and investigating externally submitted reports and/or advising and protecting whistleblowers".
The first day will be introduced by Laura Valli, member of the Anac Council. Following the speech of the Anac president, Giuseppe Busia. Then the constitution of the Network will be discussed and approved and the governance elected. The afternoon will be dedicated to the round table on the theme "Where are we with the implementation of the directive?". Currently the directive has been transposed by 20 out of 27 countries, six countries are late and one, Hungary, has not even started the process.
The Rome declaration will be approved on 24 March.
