Italia e Hong Kong uniti nella lotta alla corruzione. Meeting a Roma con la delegazione di ICAC
Incontro a Roma, a Palazzo Sciarra, sede di Anac, di una importante delegazione di ICAC, Independent Commission Against Corruption di Hong Kong. Al meeting hanno preso parte alcuni membri della Commissione contro la corruzione, fondata nel febbraio 1974 e tra le prime al mondo costituite per la lotta alla corruzione.
Per la parte cinese erano presenti il vice commissario della Commissione, Ricky Yau, l’investigatore capo Matthew Chang e il direttore dell’Accademia anticorruzione. Per parte italiana, il Presidente di Anac Giuseppe Busìa, e i consiglieri Laura Valli e Paolo Giacomazzo, oltre al Segretario generale Filippo Romano.
Durante l’incontro sono state illustrate le funzioni di Anac, i suoi poteri, il suo campo d’azione. Da parte di Hong Kong è stato sottolineato come la città a metà anni Settanta del secolo scorso usciva da oltre un decennio di pesante corruzione, e richiedeva misure adeguate. Per tale motivo fu istituita la Commissione con forti poteri investigativi, oltre che di prevenzione e di formazione. Ora ICAC interviene di fronte a denunce di possibile corruzione, e ha poteri inquirenti, di arresto e di sequestro.
La Commissione svolge un ruolo determinante all’interno della realtà cinese di Hong Kong, e gode di credito anche per la sua indipendenza dal governo di Hong Kong.

Meeting in Rome, at Palazzo Sciarra, headquarters of Anac, of an important delegation from ICAC, Independent Commission Against Corruption of Hong Kong.
Some members of the Commission against Corruption, founded in February 1974 and among the first in the world established to fight corruption, took part in the meeting. On the Chinese side, the deputy commissioner of the Commission, Ricky Yau, the chief investigator Matthew Chang and the director of the Anti-Corruption Academy were present. On the Italian side, the President of Anac Giuseppe Busìa, and the members of the Council Laura Valli and Paolo Giacomazzo, as well as the General Secretary Filippo Romano.
During the meeting, were illustrated the functions of Anac, its powers and its field of action. On the part of Hong Kong, it was underlined that in the mid-1970s the city was emerging from over a decade of heavy corruption, and required adequate measures. For this reason, the Commission was established with strong investigative powers, as well as prevention and education. Now ICAC intervenes when faced with complaints of possible corruption, and has investigative, arrest and seizure powers.
The Commission plays a decisive role within the Chinese reality of Hong Kong, and also enjoys credit for its independence from the Hong Kong government.
